Asbestos Management Surveys Explained
A management survey is a baseline survey & will cover the entire building & may require some minor intrusive works depending on the type of building. This survey should be robust enough to suffice general maintenance tasks during normal occupancy.
This type of survey is unsuitable for major refurbishment works.
It is not uncommon with larger more complex buildings to have a management survey in place backed up by several refurbishment surveys prior building upgrades or just basic sampling. The findings from additional surveys or sampling need to be added to the building’s Asbestos Management Plan & Asbestos Register. It is important to note that a Management Survey does not constitute an Asbestos Management Plan, these are two separate documents with the Management Survey being a one-off survey, accurate at the time of the survey and the Management Plan being a ‘live’, updatable document evolving in line with any additional or updated surveys during the lifetime of the building.
Our management surveys come with asbestos registers & it is the buildings asbestos register that is considered the live part of the document and must be updated and managed accordingly.
Asbestos management survey findings will assess the condition of the asbestos & offer recommendations that need to be actioned within a timeframe. Assuming your asbestos is in good condition the recommendation will be to manage the material. This means the material will need to be formally assessed (normally annually) for deterioration. The industry’s answer to this is generally by way of undertaking re-inspection asbestos surveys.

Re-Inspection Asbestos Surveys
Asbestos Re-inspection Surveys Explained
Asbestos re-inspection surveys are the industry’s standard to effectively formally inspect your buildings ACM’s (asbestos containing materials) on a regular basis. For more simple buildings with low-risk materials this could be done by a competent duty holder as part of the building’s asbestos management plan.
The frequency of the re-inspections will be dependent upon the asbestos type, location and vulnerability. For example, an asbestos cement warehouse roof will not need to be inspected as frequently as a fire door externally lined with an insulating board in a high traffic area.
A re-inspection survey can only take place in buildings where an asbestos management survey has already been previously undertaken. When undertaking the first re-inspection it’s not uncommon for us to add additional samples or remove previously presumed samples. It should be noted that on rare occasions we find it easier & more cost effective to re-survey if the original report is of particularly poor quality.
This type of survey is unsuitable for major refurbishment works.
If your management survey has not identified ACM’s or added non access areas then you have no duty to manage, however if your building is older than 1999 then you will need to undertake a refurbishment survey prior any intrusive / structural changes to your proposed works.

Refurbishment Asbestos Surveys
Asbestos Refurbishment Surveys Explained
Asbestos refurbishment surveys are scope-based surveys required for buildings constructed prior 1999. This is a fully intrusive survey that will penetrate walls ceilings, floors, partitions & other parts of the building structure to ascertain so far as reasonably practicable the locations of all ACMs within the project scope.
Refurbishment surveys do not need to undertake priority risk assessments and will not contain an asbestos register. Items recorded in the survey should be added to the building’s existing asbestos register .
This type of survey is unsuitable to base a management strategy on unless the survey covers the entirety of the building. In this circumstance an asbestos register & plan would need to be created after the refurbishment & taking into account ACMs left in situ & removed to fulfil regulation 4 (Duty to Manage) of the Control of Asbestos Regulations 2012
Refurbishment asbestos surveys should only be conducted in unoccupied areas.

Demolition Asbestos Surveys
Asbestos Demolition Surveys Explained
A demolition asbestos survey is a fully intrusive survey undertaken prior the demolition of a building. This type of survey is often mis-characterised as a refurbishment/demolition survey. Although both types of survey are categorised as full access surveys, refurbishment surveys are scope based which means there can be cut off points / limitations.
Demolition surveys should cover the entire building so far as reasonably practicable prior demolition and not be limited by scope.
Demolition surveys are extremely destructive by nature so before commissioning this type of survey is recommended that you be absolutely sure the building is coming down first.
Demolition surveys do not need to undertake priority risk assessments and will not contain an asbestos register.
This type of survey is suitable to base a management strategy on so long as an asbestos register & plan is created taking into account ACMs left in situ & removed to fulfil regulation 4 (Duty to Manage) of the Control of Asbestos Regulations 2012.
Demolition asbestos surveys should only be conducted in unoccupied areas.
