What is a Refurbishment Asbestos Survey
Asbestos refurbishment surveys are scope-based surveys required for buildings constructed prior 1999. This is a fully intrusive survey that will penetrate walls ceilings, floors, partitions & other parts of the building structure to ascertain so far as reasonably practicable the locations of all ACMs within the project scope.
Refurbishment surveys do not need to undertake priority risk assessments and will not contain an asbestos register. Items recorded in the survey should be added to the building’s existing asbestos register .
This type of survey is unsuitable to base a management strategy on unless the survey covers the entirety of the building. In this circumstance an asbestos register & plan would need to be created after the refurbishment & taking into account ACMs left in situ & removed to fulfil regulation 4 (Duty to Manage) of the Control of Asbestos Regulations 2012
Refurbishment asbestos surveys should only be conducted in unoccupied areas.
